Advantages of Approved Person Status (OKS) Certificate
The simplified procedures, practices and authorities determined for the purpose of facilitating customs procedures and practices within the scope of customs legislation, by real and legal persons granted Approved Person Status, are utilized through the Notified Person Status document issued on their behalf.
Approved upon request to real and legal persons residing in the Customs Territory of Turkey and actively operating for at least two years, meeting the conditions specified in Articles 23 and 24 of the Customs Regulation, in order to benefit from the simplified procedures, practices and authorities determined for the purpose of facilitating customs transactions and practices within the scope of customs legislation person status is given.
Although the Approved Person Status Certificate is not as much as the Authorized Economic Operator Certificate, it provides a great advantage for companies.
Holders of Approved Person Status benefit from the incomplete declaration procedure during the validity period of their documents within the scope of the status document issued in their names, the facilitation of the type of control of the declaration with the partial collateral application, if requested, holders of Approved Person Status may be granted lump sum collateral authority during the validity period of the document within the scope of the status document issued in their names. If requested by those who meet the specified conditions from Approved Person Status holders, permission may be granted to use the facilitation related to the type of control of the declaration during the validity period of their documents within the scope of status documents issued in their names, if requested by those who meet the condition set out in the second paragraph of article 54 from Approved Person Status holders, Exporter Authorization Approved under articles 54 to 60 may be recognized during the validity period of their documents within the scope of status documents issued in their names.
BENEFITS OF THE APPROVED PERSON STATUS CERTIFICATE TO ITS OWNER
1- Approved person status documents will be issued in the form of a uniform document without distinction of class.
2- Approved person status certificate holders will be able to benefit from the blue line application in the export of goods in free circulation.
3- Approved person status certificate holders must meet the conditions of being a manufacturer with an annual export amount of 5 million dollars or an import and export amount of 20 million dollars as stated in Article 42/A of the Communiqué, and one month retroactively from the date of application for this permission to the authorized regional directorate. if it employs at least one hundred workers; (The number of employees is not required for group exporters and group importers, however, in applications made by group exporters or group importers, it is obligatory to provide the number of employees by the group manufacturers who are reported to be intermediaries in foreign trade transactions)
a) It will also be able to benefit from the blue line application in the export of goods within the scope of inward processing regime.
b) Approved person status certificate holders who do not meet the additional conditions may be subject to less inspection at import.
c) The taxes to be collected in the imports made within the scope of the inward processing regime are guaranteed as 10% – 5% – 1% according to the Export Performance.
4- Approved person status certificate holders will be able to benefit from the following facilities without the need for any additional conditions;
a) Incomplete declaration,
b) Partial guarantee,
c) Lump sum guarantee,
d) Issuing and visa A.TR circulation certificate within the scope of simplified transaction,
d) Failure to attach documents to the declaration, which is processed on the blue line for export,
e) Delivery of some goods subject to analysis without obtaining the results of the analysis,
f) The use of a 6-month analysis report for some goods subject to analysis,
g) Delivery of petroleum and derivatives goods to the buyer before the presentation of the bill of lading against the undertaking,
ğ) Different application in identification,
h) On-vehicle application regardless of the property.
Approved Exporter Authorization
Scope of the approved exporter authorization and granting an approved exporter authorization to the status certificate holder
Customs General Communiqué (Authorized Customs Consultancy) (Serial No: 6) (07.10.2016 t. 29850 p. R.G.) Article 54 – (1) Approved exporter authorization, as an exception to the general provisions of the Decision, is the case of A.TR circulation certificate authorized by the Ministry. It means that it can be arranged without the obligation of being approved by the person or organization and submitted to the customs administrations for visa processing.
(2) Status certificate holders, who have issued at least fifty ATR circulation documents and completed their visa procedures, within the calendar year preceding the application year or within a year from the first day of the month in which the application is registered, and who have used the said ATR circulation documents, can be granted a status if they request it approved exporter authorization is given within the validity period of the documents.
(3) An approved exporter authorization number is given to the holders of status certificates with approved exporter authorization as in Annex-16/A.
Incomplete Declaration Procedure

Article 17 – (1) Conditions specified in Articles 143, 154 and 163 of the Customs Regulation are reserved by persons holding status certificates. One or more of the documents listed below can be declared without being attached to the declaration, provided that:
a) Invoice,
b) A.TR certificate document,
c) Proof of origin documents,
ç) Freight receipt and insurance policy, which must be submitted in accordance with the payment method,
d) Processed agricultural products analysis result report, which must be submitted in case processed agricultural consumption is released.

Lump Collateral Application
Lump Collateral Application and Scope
Customs General Communiqué (Authorized Customs Consultancy) (Serial No: 6) (07.10.2016 t. 29850 p. R.G.) Article 31 – (1) Lump sum guarantee application is a customs-approved transaction or use that requires the bonding of customs duties and other taxes of the goods. means that the amount of collateral determined for the person who will benefit from this application can be used for a period of one year without giving a separate guarantee for each transaction, regardless of the amount to be tied to the guarantee, and without any deduction.
(2) The scope of the lump sum guarantee application is determined according to subparagraphs (a) or (b) below, depending on the request of the certificate holder.
a) Customs duties regarding the goods to which the lump sum guarantee provisions of this Communiqué are applicable, including the inward processing regime, or
b) Customs duties regarding the goods to which the lump sum guarantee provisions of this Communiqué can be applied, except for the inward processing regime.
Determination of the collateral amount

Article 34 – (1) The security amount to be given by the status certificate holder who wishes to benefit from the lump-sum collateral application, the recognition of the lump-sum collateral authority, It is determined as 10% of the total value of the customs duties and other taxes subject to the guarantee regarding the customs transactions carried out within one year from the first day of the month when the application for updating or changing the scope of the application is recorded in the general documents of the authorized regional directorate.
(2) The amount of collateral to be calculated in accordance with the first paragraph for the status certificate holder who wishes to benefit from the lump sum collateral application,
a) From 250,000 Euros, including the inward processing regime, in case this Communiqué covers customs duties and other taxes regarding the goods to which the lump sum guarantee provisions are applicable,
b) From 75,000 Euros, in case this Communiqué covers customs duties and other taxes regarding the goods to which the lump sum guarantee provisions can be applied, except for the inward processing regime,

Blue Line Application

Article 43 – (1) Blue line; It is the line that is used by persons with approved person status only in the export declarations specified in this section, where the goods are not subject to document control or inspection before the exit procedures are completed. Mandatory Export and Import (Foreign Trade) Data
*** Important Note: At least one of the following conditions must be met regarding Foreign Trade Performance.
1) For the preliminary examination of the person status application approved by the authorized customs consultant, actual exports amounting to a minimum of one million FOB/US dollars have been made in any period, two periods of twelve months each, within two years retroactive from the first day of the month in which the contract is made,
2) For the preliminary examination of the person status application approved by the authorized customs consultant, the total amount of imports and actual exports realized in any given period must be at least six million US dollars, within two years retrospectively from the first day of the month in which the contract is made, two periods of twelve months each.
3) Employing at least thirty workers on average within one year from the date of the contract for the preliminary examination of the person status application approved by the authorized customs consultant.
